Paris – Prime Minister Narendra Modi announced that India is developing its own large language model (LLM) through a public-private partnership (PPP) initiative. Speaking at the AI Action Summit in Paris, which he co-chaired with French President Emmanuel Macron, Modi emphasized that India's AI efforts aim to be inclusive, affordable, and globally beneficial.
Harnessing AI for Public Good
PM Modi highlighted India's approach to AI, stating that the PPP model pools computing resources to make them accessible for startups and researchers at a low cost. He stressed that India's diverse linguistic and cultural landscape necessitates the development of an indigenous AI model tailored to its unique needs.
"India is building its own large language model considering our diversity. We also have a unique public-private partnership model for pooling resources like compute power. It is made available to our startups and researchers at an affordable cost," he said.
India’s Digital Infrastructure and AI Leadership
The Prime Minister also pointed to India's digital public infrastructure, citing the Unified Payments Interface (UPI) and other digital advancements as examples of scalable, open-access technology.
"India has successfully built a digital public infrastructure for over 1.4 billion people at a very low cost. It is built around an open and accessible network, with regulations and applications to modernize our economy, reform governance, and transform lives," he added.
Modi also reiterated India's commitment to AI governance and data privacy, stating that India led global AI discussions during its G20 presidency and is at the forefront of techno-legal AI adoption.

During his visit to France, PM Modi will also tour the International Thermonuclear Experimental Reactor (ITER) project, an ambitious nuclear fusion research collaboration. In a tribute to history, he will visit the Mazargues War Cemetery to honor Indian soldiers who fought in the World Wars.
Following the France visit, Modi will head to the United States at the invitation of President Donald Trump, further strengthening diplomatic and technological collaborations between the two nations.
